Speaking of New Immigrants

Today in class we talked about new immigrants. What does the term ”new immigrants” mean? Does it mean when new family from Britain immigrant here? Because if you take Britain as whole; they are old immigrants that established America. So, my brother immigrated here from India. He has a PHD in mechanical Engineering, but he works at a gas station. Today, my brother is consider a “NEW IMMIGRANT,” according to the article. My point is, why does my brother have a less opportunity to work in a field of Engineer than a Britain fellow? It is not fair.
